Mornington Peninsula Shire Council has awarded a $35.82 million contract for construction of the Rosebud Aquatic Centre.
Council considered five tender submissions before voting to award the contract to Buxton Constructions at its open Council meeting held on Monday 24 June.
As principal consultant Peddle Thorp was responsible for managing a team of sub-consultants for the design, project documentation and informing construction of the aquatic centre.
On appointment, Councillor Bryan Payne said the Shire’s tender evaluation panel considered Peddle Thorp to be the most experienced and capable firm for the specified services.
“Of the nine firms submitting tenders, Peddle Thorp stood out with extensive experience creating world class sports and swimming centres across Australia, including the Melbourne Sports and Aquatic Centre (MSAC).
“Council was especially pleased to select an architect open to incorporating proven Environmentally Sustainable Design elements to reduce impact on the environment through reduced greenhouse emissions and energy consumption.
“We’re confident this appointment will deliver our community a high quality, value for money facility that reflects the needs of the southern peninsula, surrounding areas and its visitors”.
Buxton Constructions is a Melbourne based construction company bringing 45 years of industry experience. They are specialists in landmark sports developments having successfully completed Geelong Leisure Link, Croydon Aquatic Centre and refurbishment of Ascot Vale Sports and Fitness Centre.
Shire Mayor Councillor David Gill said the decision marked an exciting milestone for the Aquatic Centre project.
“We are pleased to announce the successful construction tenderer, as they will help us to deliver a high-quality facility that will benefit our community and improve community health.”
“The project is a significant investment, with Council contributing $2 million from asset sales, accessing a low-cost state government loan for $10 million, with the remaining funds to be borrowed from the market at the best rate,” he said.
“A $5 million Federal Government grant has also been secured through working with the Hon Greg Hunt.”
Councillor Simon Brooks said all eagerly were looking forward to watching the Rosebud Aquatic Centre construction commence.
“Exhaustive refinement and revision of the design has put us in a great place; as a result the tender process has produced a superior result with the appointment of what is I think a very capable and detail-focused builder,” he said.
“It’s now full steam ahead to build this amazing facility for our community.”
Construction will start in July, keeping the project on track to be delivered by late 2020.
Seawinds Ward Councillor Simon Brooks said the tender evaluation process demonstrated Peddle Thorp's considerable experience in delivering large projects of this type and scale.
“We look forward to working with Peddle Thorp to design a highly refined facility that innovates, is open to incorporating proven ESD elements while producing an outstanding facility that will deliver the best outcomes for our residents and ratepayers well into the future."
Seawinds Ward Councillor Antonella Celi added Council had selected the most experienced and capable firm to create a facility the whole peninsula will be proud of and able to enjoy for years to come.
“With 40 years’ industry experience and an in-house team of experienced professionals, Peddle Thorp have capacity to commence design services immediately and ensure this important project remains on track”.
Seawinds Ward Councillor Frank Martin concluded this was another positive step towards delivery of the aquatic centre.
“Peddle Thorp have created many world class swimming and sports complexes and other buildings in partnership with local governments. We look forward to working together to deliver a uniquely designed building to fit its location and purpose”.
